If cannabis becomes legal in California, will they allow the growing of industrial hemp?

Hemp is grown all over the u.s. and those who claim the need to legalize marijuana in order to allow for industrial hemp are simply liars. Cannabis Sativa is outlawed. Other plants constituting hemp are not and they are grown, harvested and used with great frequency.
